Kalpasar Project—the plan to build a Massive ocean dam across the Gulf of Khambhat in Gujarat

Project Goal & Key Details

  • The Concept: Seal off an arm of the Arabian Sea to create the largest human-made freshwater reservoir on Earth (approx. 2,000 km² holding nearly 8 billion m³ of fresh water).
  • Primary Benefits: Captures runoff from major rivers (Narmada, Mahi, Sabarmati) to provide drinking water, irrigate 1+ million hectares, supply local industry, and shorten travel distance between Saurashtra and South Gujarat from 240 km to 60 km via a roadway atop the dam.
  • Cost & Timeline: Estimated at ₹1.33 lakh crore (~$14 billion). Construction is estimated to take between 8 to 15 years once cleared.

Major Engineering & Environmental Challenges

  1. Extreme Marine Environment: The Gulf experiences extreme tidal ranges up to 11 meters (one of the highest in the world, violent currents, heavy silt accumulation, and potential tropical cyclones.
  2. Seismic Activity: The 60 km dam sits in a seismically active zone with shifting marine sediment .
  3. Environmental Impact: Blocking the Gulf threatens local marine ecosystems/fisheries, while displacing brine back into the Arabian Sea could create hypersaline dead zones.
  4. Water Quality: Major feeder rivers (like the Sabarmati) carry heavy industrial pollution.

Dutch Partnership & Strategic Value

  • Dutch Expertise: Proposed in 1975, the project stalled for 50 years. In May 2026, India signed a letter of intent with the Netherlands—famous for building the 32 km Afsluitdijk in 1932—to leverage Dutch coastal engineering expertise.
  • Geopolitical Significance: Creating a massive inland freshwater reserve secures domestic water independence that isn’t vulnerable to control by upstream nations like China.
